Am I getting fatter?! HELP!..?

Basically, I'm 15, I do at least 30 minutes of cardio a day [I started at three times a week like a year ago and worked my way up], and some workout from Glamour that's supposed to work all my muscles three times a week [which I just started a few weeks ago]. I never consume more than 1000 calories a day and usually stick to low-fat foods. When I first started the cardio, I weighed 150, and dropped to 135 in a few months. Now I'm at 118, but I feel like I'm getting fatter! My thighs are way huge, bigger than I ever remember them being. My arms are getting bigger too. The only thing shrinking is my waist. Am I just building up too much muscle? I want to be SMALL and lean, not muscular! Any suggestions?
