How long will it take for morale waivers to open for Active Army?

I am prior service in the Army, served 6 years. I got out on an honorable discharge (medical) I have not had to take medication since being out (been out almost 2 years) I have went to doctors, through he VA, they clear me that I am fine. I tried to talk to recruiters about going back in They said I need a waiver. Also April 2010 I got a DUI (1st offense) got a diversion (which is a year thing) I paid all my fines off right away, attended the necessary cles etc.. At my 6 month mark of the diversion I got my case dismissed through the Courts. That seemed to be holding me up, as I had talked toa recruiter during the diversion, he said to talk to him once im done. I did, now they are saying i need a waiver(morale) for that and there are none right now. I am just really wanting to get back in the army and make it my career, can anyone please help me. Is there any way at all my Court doent dismissing my dui can help?
