Why does O say that his budget will end education programs that don't work?

That`s because he likes to engage his mouth before he engages his brain. All politicians would love to eliminate programs that do not work and create others that they think will. however they do not take in to account that most of these so called fail er programs are backed by private donations that they cannot touch.
